Send serial commands to device on a remote machine

Hello all!

A Google search turned up these boards and you all seem very knowledgeable so hopefully you can help me in my plight!

I am currently dealing with a device that is connected to a terminal over a USB which, when sent commands, releases a turnstile.

Now what I'd like to do is allow another terminal, not connected to the device, have the ability to release the turnstile. The only way I figure this will work is if I can send commands from a program (Java or C, most likely) to the device over a network. IE: I need to send a serial command such as "rd" to the device, but from a computer that is not physically connected to the device.

Any insight would be immensely helpful!
