how to translate .bin file to .csv file or ascii file??

What you want to have in ascii exactly? Hex code or what?
 

on UNIX style systems (including linux etc) there is a standard command "od" (octal? dump).


It has different options like

od -h dwh.txt
0000040 682f 3073 3036 6131 752f 6573 3872 692f
0000060 6273 6d70 6d69 642f 7461 6e65 622f 6d70


od -ah dwh.txt
0000040 / h s 0 6 0 1 a / u s e r 8 / i
682f 3073 3036 6131 752f 6573 3872 692f
0000060 s b p m i m / d a t e n / b p m
6273 6d70 6d69 642f 7461 6e65 622f 6d70


the various options may be shown by
man od (List the manual pages of the command od")

As I remember, there is also an windows based port of many UNIX commands available at sourceforge (probably also od) if you do not have an UNIX system available
