actually my project is rate balancing in mimo ofdm.i have a doubt by providing priorities to low rate users by allocating resources how can data rate be balanced will it not affect best rate users.plz reply

i cannot understand how to balance rate between high rate and low rate but my project is rate balancing can u say how is it possible with any example if needed iam ready to submit my paper.help plz.u have said buffer can u explain plz.
