Why dont you, take sbk of one database and put it in other database.
Next, package sbk, with expedition pcb open go to file viewer and select PendingFAChanges.txt This will tell you exactly what is different.

You can use a tool called AutoVue Electro-Mechanical Professional from Oracle to do a graphical comparison of 2 sbk files. It will also view most CAD formats.
