how the PIC16F76 (RA3 and RA5) help as a shaft encoder

Hi, im a student with very shallow programming skill. May i know how the PIC16F76 (RA3 and RA5) help as a shaft encoder to count the a distance from A to B. Then how can i store the distance throught programming so that i can reuse it for my robot to move to other position with the same distance.
