how to measure modulation accuracy for GMSK modulation ?

why EVM is not used for modulation accuracy measurement for GMSK ?

EVM contains magnitude error and phase error, both of them cause EVM.

Nevertheless, GMSK is constant amplitude modulation.
That is to say, during modulation or demodulation,
there merely be phase error, no magnitude error.

Therefore, for GMSK modulation accuracy measurement,
just need to measure phase error, not EVM
