PCIe question - strange packets running on PCIe bus

PCIe question

Hi,
During Simulation Altera PCIe core I reveal strange packets running on PCIe bus like
5c(Control) :a9:2a:ce:a7:4a:12:fd(control).
According standard 5c represent STD -start DLLP symbol. Next byte should reflect DLLP type. However I did not find any suitable type for a9. Do you have any idea about?
