which system is better to develop like xilinx microblaze or altera softcore
 

I think Altera NIOS is better!
 

xilinx microblaze is proven soft processor solution. basic question is which one, xilinx or altera, better fits your application. after that, both processor solutions are good.

Depends on your final target System. If you do not really know what it will be use, Preferably use microblaze.
