sc comparator

someone says a comparator doesn't need a good PM, because no feedback is used for a open-loop comparator.but for a switched capacitor comparator, in the first phase, output and negetive input is shorted together to reset the output of comparator, so it need feedback also.then, is PM important? and how to design a sc comparator?any notice or ideas?

Added after 4 hours 51 minutes:

for example,CL=100ff, sampling rate is 10M, resolution is 10 bit, then how to design this sc comparator?
