RealTimeControl principle in Philips Video Encoders/Decoders

Does anybody understands the "Real Time Control" principle in Philips Video Encoders/Decoders( RTC Input / Output ) to transmit color phase information from Decoder to Encoder.
Is there any kind of standard for this?
If a Texas Instruments Decoder ( RTC Out ) can be connected to a Philips Encoder ( RTC In ) ?
