how to test TVS diode based circuit

testing tvs diodes

Hi Guys

I am trying to use TVS diode for signal line protection. i have build a test circuit in which i am using a bidirectional TVS diode, after a transceiver. VBr of diodes is 12V. When i checked the waveform across load i couldn't see any voltage clamping even at 15v across the diode. Can some one pls help me understanding how to test this setup.
