charge pump noise analysis

Hello,
Why for Charge Pump they do Phase Noise analysis "pnoise in cadence"??
As i understand, this simulation for oscillators.
and charge pump doesn't oscillate.

also, after this simulation, i generates dBc/Hz

and dBc is dB carrier,
What is the carrier in this case?

Thanx a lot

You do it so that you can asess how much of the phase noise is contributed by the charge pump to the output clock.

in the steady state, the charge pump does operating on a fixed frequency. the noise is then modulated to be side-band power.
