is it possible to replace theXC3SD1800A-4FG676I with XC3SD3400A-4FG676I ?
I have gone through the datasheet in that they have mentioned that" Migration Recommendations
There are multiple pinout differences between the
XC3SD1800A and the XC3SD3400A FPGAs in the FG676
package. Please note the differences between the two
devices from Table 67 and take the necessary precautions.

then can we replace with each other in the desired application?
Could any one solve my problem?
 

Yes its possible to replace one for the other. You just need to make some code changes to make sure the pin locations you need for your inputs and outputs are where you need them as well as making what ever changes needed to meet timing are done.

Once you have verified the new chip then you will need to make changes to your PCB layout and verify those.
