Howto improve S11 and S22 of a LC wilkinson's Power Combiner

wilkinson power combiner reflections

I have designed LC Wilkinson's Power Combiner as in the attachment. The reflection coefficient (S11 & S22) simulated is arround 10dB.

When i use this combiner into my PA design, the reflection coefficient drops to 0dB. The power of PA is only 28dBm. Can anyone let me know the way to improve reflection coefficient?
