You modulate an FM carrier with FSK signal.
If the frequency shift rate and frequency deviation are too high, when it's out of the FM receiver tracking band( Maybe tens of kiloHerz), you wont receive anything.
Otherwise , the voice received will be distorted.
They use low rate amplitude-modulation with FM voice signal.
