Serializer problem when plotting the eye diagram

Serializer problem

I am designing a serializer incorpoating a PLL.
The requirements:
Design a 4:1 serializer which converts 4bits wide 250M/s input data to an 1Gbps serial data by incorporating a PLL . The reference frequency of the PLL is 31.25MHz. If the load of the serializer is 50Ohm and 0.2pF, and the output swing must be higher than 500m Vpp. Assume a repetitive “1010 0101 1100 0011” output pattern is transmitted.

I am some probelm when plotting the eye diagram.
The eye always seems very messy
The attached is the work I done so far.
