SOS for modeling lossy transmission line

Hi All
Who has experience with modeling the low condictivity metal as transmission line electrodes ?
I find that if the electrodes conductivity is low (10000S/m), there will be decay and also the phase speed of the RF wave will be greatly changed since the R' or the resistance per unit length is non zero
Where can I find such discussions or any clue to such topic? like book, paper?
