Problem with Samsung monitor relay pin

The power supply of monitor model SAMSUNG sometime work, sometime not work
when I press power button (button is good) but lost the voltage (12v) at relay pin.
I measure transistor already (transistoris good).
Why lost the voltage (12v) at relay pin ?
Transistor H.out put is good.

try following the link to that relay, it looks like an open supply from the 12 volt regulator.

Without a schematic, it is difficult to give you any idea/suggestion, anyway, there might be some leakage in capacitors/transistor in the startup circuit.
