Hello Board, dose anybody aware of any formal document available online for free that determines some guidelines in PCB designs, e.g. minimum clearance of high voltage tracks, surge tolerance, ESD tolerance, maximum EMI,...
There should be some documents to define minimum compliance needed to be FCC approved or EC approved.

You can check your PCB manufacturer website. They use to have some restrictions.
