Why Downlink Rates are higher than Uplink rates?

I think for satellite :
We have to amplify the power at the Earth station because we it is hard to do that at the satellite it self because it necessitate large equipment , so we have large power from Earth station and the satellite acts as a repeater and it should not have to transmit high power because it receives high power and we can it absorbs some and reflect the rest plus some power from it . And to amplify power at Earth station using for example Multicavity Klystron device it amplify the power and increase the frequency too , so to increase the power u have to increase the freq so the uplink should be higher and I hope if I was wrong in something to correct me .
