speed and performance of a design

ok, here is the problem :

i have the frequency and the waveform of the design , how can i calculate the speed (MBPS) and the performance (MIPS) .

the waveform is attached,

speed ---delay between input n output?

performance-- i dont know..

plz be more clear !
