atpg scan chain synthesis problem! need some suggestion!

Hi, all:
I am doing scan chain synthesis for atpg, I made assignment for scan count=44, scan port for every scan chain. but after ic_shell finish this scan synthesis, I found it only output 14 scan chain. I got a warning message:

WARNING: Inconsistent 'pre_show scan chain count' (20) and 'final scan chain
count' (11). Please check (a) scan chain stitching results (b)
set_scan_port commands. (DFT_Warn_071)

Then I removed scan ports assignment and remained scan chain count=44. then it output 44 scan chains, only the ports of these chains is not connnectted.

pls give some suggestion of why I met this problem and how I could improve it.

I used TESTCRAFT to do my scan synthesis. thank you!
 

There are some logs for this scan synthesis, Maybe this problem is caused by the scan port is not connectted correctly! I am not sure this and wait somebody to give some confirms.

ic_shell.log:
set_scan_port scan_out nnn1 -tie_to
top.nn -scan_chain chain_0
ERROR: 'scan_out' port instance 'nnn1' is not yet connected to the
instance of '-tie_to pin_object:
top.nn' in the
'set_scan_port' command? This could be due to (1) incorrect design
or library cell description (2) the side effect of any earlier
case_analysis-related commands. Please issue your 'do_case_analysis'
commands (if any) after the 'set_scan_port' commands. (DFT_Error_145)
