Maybe it is the result at some condition.

Such as FB=0, Frequency down to 100kHz.

DC just refers to zero hertz... instead of specifying the frequency like that they have specified this way....

DC means smooth or stable voltage fixed to 0V or VCC.you can use a simple cd40106 a variable resistor and a capacitor to produce.....just see the data sheet..
