    Last page of the datasheet tells the burden resistances in current measurement mode.
    It is 102 Ohms vs 1.8 Ohms ... does not explain your results.

    Can it be you overloaded the uA range...

    This is your mistake.
    On a dual supply Opamp none of the supply rails is GND.... (with standard node naming)

    What's the resistor value?
    Show a photo how you connected it.
    AC or DC?
    If AC: is the Voltmeter trueRMS or not? What waveform?

    970 ohms vs 1884 ohms ... this means a difference of more...

    A dual power supply has three connections (at least).
    +voltage, GND (or 0V), - supply.

    GND is the reference to each of the dual supply outputs as well as the referenc for your...

    You don't need a DFF. The MCU will keep it's I/O as you program it ... even in sleep mode.

    But if you want to generate 5 (linear. Not logarithmic like u-law, A-law) bits from a 14 bit ADC ... then just use the 5 upper bits and ignore the 9 lower...

    * what do you define as 0V_node?
    * where is +IN connected.

    --> draw a clear and complete schematic, where we can see "0V"...

    * 32kHz --> 25uA @ 3V active
    * most of the time idle --> 15uA @ 3V

    For sure, if you don't follow my recommendation, then you get different values. No wonder...

    There are low power microcontrollers. Like AVR picopower, maybe other brands draw even less power.
    When running on a 32kHz clock XTAL ... and pushing them...

    But it's not the typical current, but the maximum current.

    Nexperia 74LVC163 datasheet says 0.1uA typ. quiescent current.

    Definitions of "Precision" and "duty cycle" can be found in the internet.

    A "signal" should be defined somehow...
    (I assume it's a digital signal) ... low level, high level, ON time, OFF...
