What about a sketch and/or timing diagram?

"Phase should be accumulated", means:at the beginning, if phase is 5us then the result is "5us" .... if at the next period the phase still is 5us...

use an inverter in front of the DFF_CLK_Input. .. to clock the DFF at the falling edge of U1_ouput.
The additional delay gives extra relaxed timing.

But a synchronizer output should be considered as a defied logic level.
Afaik a sysnchronizer can not completely 100% metastability at itīs output,...

* either 12V system
* or 24V system.
don`t go the mixed way.

I tend to a 24V system because of the lower currents = lower expectable loss = less heating.

The bigger noise compared to metal film resistors here is of no interest. Any other noise around this resistor is magnitudes higher.

But carbon resistors have better pulse rating...

You say this circuit is for "cooling". But then there are a lot of diodes in the power path...and additionally a FET to drop...
