    But I call it stupid ... to add a buffer instead of using meaningful resistor values.
    An additional buffer may add stability...

    It is 102 Ohms vs 1.8 Ohms ... does not explain your results.

    On a dual supply Opamp none of the supply rails is GND.... (with standard node naming)

    +voltage, GND (or 0V), -voltage.

    But if you want to generate 5 (linear. Not logarithmic like u-law, A-law) bits from a 14 bit ADC ... then just use the 5 upper bits and ignore the 9 lower...

    * 32kHz --> 25uA @ 3V active
    * most of the time idle --> 15uA @ 3V

    For sure, if you don't follow my recommendation, then you get different values. No wonder...

    There are low power microcontrollers. Like AVR picopower, maybe other brands draw even less power.
    When running on a 32kHz clock XTAL ... and pushing them...

    When you want to look for informations, where the Opamp will work correctly you...
