I would like to know what exactly one can infer from these circles
 

How do we use these circles to achieve optimum noise figure and gain.
 

The purpose of these circles is to find optimum Impedances which will provide optimum Gain or Noise.There is only one single impedance point on the Smith chart which gives "optimum one".There are other circles around this point which indicate impedance regions and all impedances in these regions will give you less gain or higher Noise.
