water controller sensor

hello everyone
i have made water level indicator based at cd 4066 there we put 4 metal screw and wired to our kit.
in that one is +12v supply and rest three are inputs. and at last one we use relay for loud siren.
but there we are facing trouble with earth problem.there earth making flicking in realy and relay flicking very fastly and we are feared also that is that current we leave in water current can make any trouble when we use water or get any shock.
here i am attaching a file for this but here after bc148 i used a 12 v small relay for siren so this realy is getting flicked.
please solve my problem

hello sir but you can t ell me the way how to be safe with earth grounding problem
 

However without schematic of your circuit that's very difficult to have any assessment but i think this problem don't related to earth.
1)please check circuit supply which it stable when relay be on ,second do you use free willing diode for that.
Though if you think this problem make by earth then you maybe should use transformer (for supply) and make isolation secondary and your circuit to earth (don't plug circuit ground and secondary of transformer to earth.)
 

first change your idea from DC supply for detection to suare wave, continous DC supply results in micro scaling of salts on electrodes results in poor sensing of water level. in your circuit you have taken transistor switching voltage from input of switch (4066 input directly from water) instead take out put of switch it will reduce noise in raw signal
