meaning of term "feeder"

Hi

I was reading this news story:

As you see the headline says "feeders trip", what are these "feeders". One definitions these are low voltage wires. But wires don't trip, circuit breakers do. Please help me. Thanks

Feeders are monitored by protection relays which trip circuit breakers.

For some reason I wasn't able to open that Scribd document. So, "feeders" are in fact low-voltage wires. Where are those "circuit breakers" and "relays" located? At substation? Please help me. Thanks.

Yes, feeders are distribution wires or cables.

Protection relays and breakers are can be found in substations and there are also pole mounted version like this:
