TVS voltages......meaning?

An ideal TVS would clamp the voltage at a specified level regardless of the current through it. Real world TVSs have clamping voltages that are a function of current.
Reverse Standoff Voltage:
. This is the voltage at the point where the device just starts to conduct. It is the voltage level where the current is equal to the Reverse Leakage Current (Ir(uA) in column 8

Breakdown Voltage:
. These are the min and max voltages when the current is equal to the test current Ir(mA) in column 5.

Clamping voltage:
. This is the voltage when the current is equal to the maximum allowable peak current (ppm(A) in column 7.
