Bipolar ICs more robust than CMOS ICs?

Hi , is their a bipolar version of the 74LV123, and would it be generally more robust against latch-up and damage from transients etc?

Some older bipolar 74 series parts were known for bad latchup
problems. You might want to check NASA components testing,
they do a lot of it looking for latchup (from another source than
you probably mean, but it's more challenging than just pin
electrical (over)stimulus.

It's going to vary by manufacturer, family and fab.

i must dmit , i sort of always assume that the most delicate thing in electronics is a fet gate.

and therfore, CMOS would generally always be less robust than biploar IC's?

Sure: if you don't want to arrange for CMOS handling precautions, you can use its bipolar ancestors:
74123, 74[A][L]S123 : 74LS123
