It is using the series resonance of the crystal to provide the notch. You could simulate it to find out the effect of the components but my guess is CQ is to remove the effect of the parallel resonance and RQ is to provide a limit to the depth of the notch and a broadening of the notch, otherwise it would be very deep and narrow.
