how can i make a counter output a jumbled sequence?

normally a counter can count 0-9 or 9-0.. how is it possible to make a jumbled output.. for example 5,1,4,9,8,3,2,0,etc... thanks:)
 

Do you want a random sequence between 0 and 9 that never repeats or something deterministic?
In the first case you could look into the LFSR, in the first case just a state machine would do.

if you pick a right polynomial with LFSR, it won't repeat until all the pattern was exhausted.
 

How about swapping over some output bits' positions with jumpers ?? Your munged sequence will repeat without added chips or state machines...
