Is it consisted a high pass filter with R16?

You means it is consider in the filter?, yes it works in filter, similar to a coil.

Do C12 has another function such as signal inverter?

C12 doesn't cause signal inversion. It will level shift the signal - i.e. it blocks the DC voltage on the emitter of Q3.

Or with other words: The operating point of the BJT (collector current) must not be influenced by a variable or unknown load resistor connected at the emitter node.
