it is applicable only in square wave ,,,,it is also called as SAG ....it can be also expressed in percentage....it indicates the amount of deviation from standard reference square wave..a relative measure

Added after 2 minutes:

it is mentioned in the book under the topic "pulse measurements" in measurements and instrumentation field
