why exchange voltages are -48 or -60 Volt?

I want a proper reason why land-line as-well-as mobile exchanges work on -48 or -60 volt-dc?? why not +48volt or +60 volt??

by using - voltages life of batteries will be longer...how?think of that u make your wirings according to + voltages...when you turn off the system batteries chargers move to ground i mean electrons...by using - voltages u prevent this..
this was found in the 1st World War by German soldiers.
