Threshold voltage required for PWM using SG3525

Can any one help me what exact threshold voltages required to control the PWM waveform duty cycle from 0% to 1oo% ?

Connect a varialbe resistor to pin 9 and vary from 0 to 5V and check the variation to confirm th requirement.
