How can I synchronize the SCL rate by software or hardware?

Dear all,
I wanna ask how I can synchronize the SCL rate by software or hardware. I've manipulated my coding many ways -> (the delay) and the hardware either -> change the pull up R. But I've only could raise my clock rate up to 40KHz. I wanna get 100KHz clock rate. Is there any ideas??

Do I need to post my source code or schematic for u??

Maybe some of these hints will be helpful in solving your I2C bus speed problem ..

Thx IanP for u're help.
But I still can't increase my SCL rate. I've modify hardware like the article said, but it can only help increase my rise time.
Could u give some references again I'm still confused?!
