questions on PA circuit

hi everybody,

i'm designing a 2meter band amateur radio power amplifier, i'm not sure of the exact function of the vhf choke in this circuit. could somebody explain to me. i also want to know which is the input network and output network? they have used two copper wires in L1 and L2. what is the function on L1 aND L2, DOES IT WORK LIKE INDUCTORS? what is the function of capacitors C4 and C5? thank you very much for helping. the circuit is inside this link below.
 

questions on PA circuit

L1 and L2 are the part of the input and output matching circuits. The VHF choke is a DC short at base for class-AB operation. It acts like a normal choke.
