How to measure AC voltage like 220V or 3 phase or 11KV or 132KV or 220KV or etc from embedded system what is circuit of it?
 

For the mains, you can use a voltage divider, but you have to take care that there is no galvanic insulation.
For the higher voltage you are mentioning, the usual way is to use a reducing transformer, making it work very far from saturation and with a voltage ratio very well known.
 
i know voltage divider.
but is this right method and how to make dc then
 

Again, if you lack the expertise for these relatively simple tasks, I don't believe you should be dealing with such lethal voltages. I recommend you refer this project to someone with more experience in this field.
