I do not understand what is exactly different between these flip-flops. pls give me a clear explain.

I have given three points to ep20k for his help. I understand the phenomena but do not know why and how to solve.

Maybe you read chapter 4.5 first and then the complete chapters 7.9 and 7.10. I think Wakerly shows an approach how to get rid of the 'races'.
