I woould like to control robot hardware from my PC USB port (in a manner similar to using BASIC to control the pins of a parallel port).

The Microchip MCP2200 seems to be a cheap easy to use option for building a USB interface.

Is it possible to control and read the status of the GPIO pins on the MCP2200 chip from software running on the PC via a USB port?

Microchip does provide a Configuration Utility to configure the MCP2200 but I want something that will run by itself.

My first choice would be to write a program in something like QBasic which is able to control parallel and serial ports and (I believe) USB ports also.

Thanks.

of course. I do not know about Qbasic but for visual basic Visual C++ and many others microchip offers an I/O library. Chack in microchip web site.
