Can light energy directly be converted into electricity?
 

No you must have to use some indirect source to convert it like silicon plates or thermal energy to electricity convertor .

Its all about ionization.

The tubelight in my room in glowing, can i convert that energy to charge my battery?
 

Tube light energy can be used for charging using something like solar cell.
However converting electricity to light and then back to electricity is going to be wastage.
Better use direct electricity (of course using appropriate charger).
