current limiter schematic

Hi,
I need a current limiter circuit diagram, can anyone help me?
I will drive the circuit with maximum of 14Vdc, and Max current of 4A.

Attached is a diagram of a very simple current limiter.
As R use 0.15Ohm@4W

but can you please tell me what is the exact purpose of this curcuit?
it will cut the output at what current?

and the 0V is not connected with the circuit?
