Can anyone interested to tell me?

Bob Blick is considered by many to be the father of the Propeller Clock.

The following is a link to his project which has a fairly good description of the principle behind the Propeller Clock:

In summary, the carefully timing the changes of a pattern displayed on a linear array of LEDs, combined with the constant rotation of this array, in effect creates an illusion of a 2D LED array.

The effect is similar to the dynamic refreshing of 7-segment displays, in that the human vision perceives the LED segments as continuously illuminated. When in fact, each LED segments is sequential turned on and off at such a rate it is imperceptible by the human eye. In the case of the Propeller Clock, one linear LED array is utilized, with the pattern displayed is changed to coincide with the linear LED arrays position in the constant rotation.

If the line of LEDs extended to the pivot point, you could also have a clock with virtual "hands".
