I have designed several SOC chips and made that mistake only first time. If you want your design to work and you to sleep, stay away from tri-sate buses on the silicon. Even on boards they are troublemakers.

Are you looking for a VGA chip or HDL core?
For the Core you can go to https://www.opencores.org and find it there.
On the other hand, VGA chips may be dificult to get these days, specialy if you do not want PCI interface. You best bet will be FPGA and HDL Core.

Sun (Sparc, UltraSparc) and Intel (x86) are not compatible architecures. They are not 'binary' compatible, which means that executable for one machine will not run on the other one.
