I simulated the circuit and placed several current/voltage meter everywhere.
R3 and LED1 represents your target circuit.
Battery at 10V relay K1 and LED1 is OFF.
Battery at 9V relay K1 and LED1 is ON.

LM358 is fine but we may need to modify the circuit due to current requirement.
