I think you can buy one of the following chargers which have functions/display showing how much is the current charge. They also have conditioning feature to rejuvenate the old batteries.

I think each tool has its strengths and weaknesses. I have experience with Sigrity tools. Speed2000 is the time-domain tool which can be used in both SI and PI analyses. Pretty unique in many aspects. It can do the whole PCB+PKG sims with consideration of all couplings btw signals and power/gnd.
Fourier transform is the mathematical bridge connecting the TD and FD worlds. It just allows you to see the problem in different angles. Also, somtimes it is easier to solve the problem in one domain than the other. :D
HSPICE internally tries different methods to find a converged one. I am afraid it won't try another way when it finds a convergence. It's very hard for the user to judge the accuracy among various approaches.
