I brushed the pcb with isopropyl alcohol but alas, i'm getting an ever weaker whine now and much more intermittent. I seem to be damaging it more every time i open up the case and noticed sires breaking that are too small for me to resolder. Is there anything worth salvaging from the remains?
What would I looking for here, and if i found whatever it is what could i do to fix it. Worth noting that another one of these flashes is about £13 I'm mainly repairing it on principle and to learn.

You are absolutely right the voltage is around 8.2V. Is the reason that LED lights so dimly due to the lack of 'force' so to speak that the voltage pushes the current through the circuit?

well that might be my issue sorted right there! I measured voltage of the battery it only read 4.6V. Is it normal for cheap batteries to have unreliable voltages, or does the voltage output decrease as the battery is used?

I used a multimeter on the diode test setting to test each LED and they all lit up and showed resistance. How would I test the circuit through voltage measurements?

I have tested every single diode for function and polarity, as well as the wires and components for continuity.
Prior to soldering the circuit I tested it on a breadboard, and of course it worked...
Can this not be done over a single usb port? Surely the computer does not need a separate connection directly to the COM port of the arduino. Can the data lines of the usb be used to send the serial data to the arduino via the digital input connections on the arduino?
