Wireless is a nice way to learn a lot. RF is very multi-disciplinary. Have a look at nordic chip nRF24L01. it has got a SPI interface -> easy to play with and it'll certainly trigger some ideas :-)

You need to supply the gerber files that contains the layout for each layer. Also the drill file definitions are of importance. If you want silkscreen, you also need to supply gerbers. It all depends on the type of work you want the PCB supplier...

Well, sure you can use a BT module but it won't serve your need better in term of price, power consumption and footrpint complexity.
The nRF24L01 chip is really a piece of cake to program through the SPI interface and programming a PIC in C is not that a big issue.

For your RF link, you could use the nRF24L01 chipset from Nordic. Easy to integrate with a low cost MCU. Check http://www.tom-ic.com/index.php?cPath=38 for a 5 pieces bundle. The MCU should be featured enough to interface a temp sensor, e.g. from Dallas.

For the RF architecture, I'd propose you to go with the nRF24L01 TRANSCEIVER from Nordic VLSI. Easy to integrate with a low cost MCU that you can also use with a level shifter for your RS232 interfacing. Then the programming with VB.NET shouldn't be an issue.

Maybe you could look at TDR or Time Domain Reflectometry. That's what is used to detect cuts along transmission lines.
